War is a horrible thing to start, because as much as you may think it's the solution it isn't ever a real solution. War almost always starts with problems two relatively large entities have with each other and almost never actually solves the problems, but forces one side to give into the other. It's like two kids fighting over who gets to play with a toy. Instead of sharing or making some sort of compromise, they but heads and start pulling the toy in opposite directions till it breaks and one of them takes the broken pieces from the other. The kid would rather have the broken toy than share the full one. It's the same way with war it's often unnecessary and ends up hurting both sides, because even if one side wins easily they'll still have had casualties and have wasted their citizens' precious lives.
Even with all that said, there is a time when war is the lesser of two evils and should be started. When another entity directly and intentionally harms or kills a significant number of citizens, will continue to do so if not stopped, and will not listen to diplomacy, war is necessary to protect the citizens. The reasoning for this is that the amount of people that would die during the war would be similar to the amount of people that would be killed by the enemy if they were left un-confronted. Also at a certain point the government needs to protect citizens on a larger scale: at the level of war.
